Leadership & Council

By working together, our dynamic group of leadership, supports the enhancement of officer safety and vitality by promoting public awareness for their protection and fulfilling safety equipment and training needs. Meet some of the outstanding individuals whose contributions keep The Spirit of Blue Foundation moving forward.

Todd Parola, Chairman & Co-Founder

Todd is a Maine native and holds a Business Administration degree from Lake Forest College. He has worked in areas of Direct Marketing and currently works as the Director of Business Development for Precision Dialogue. In 1994 he founded the Jeffrey S. Parola Foundation after his older brother, Trooper Jeffrey S. Parola, was killed in the line of duty with the Maine State Police. After leading that organization for 17 years as its President he co-founded the Spirit of Blue Foundation with Melissa Parola. Todd resides in Chicago, Illinois.

Todd is committed to supporting the safety of law enforcement officers nationwide, thru safety grants and education.

Melissa Norrod, Vice-Chairman, Operations & Co-Founder

As Vice-Chairman of Operations, Melissa oversees the Foundation’s efforts in areas of fundraising, events and marketing in an effort to tell the story of how it is working toward the protection and safety of law enforcement officers nationwide. Melissa, along with the leadership team, strives to identify innovative and promising initiatives to increase the footprint of the Spirit of Blue Foundation and ensure sustainability of the Foundations charitable action - providing safety equipment for the protection of our nation’s law enforcement.

Melissa is a Michigan native with rich experience in marketing and advertising, having worked for two national advertising agencies supporting accounts like Dodge, Jeep and General Motors. Melissa holds a Bachelor of Arts Degree in Marketing from Michigan State University. She was a longtime volunteer with the Jeffrey S. Parola Foundation in areas of marketing and event coordination. Melissa currently owns and operates Ingredient Marketing in Chicago, Illinois where she provides creative services for small businesses and non-profit organizations.

Melissa is passionate about the Foundation’s ability to provide the necessary equipment for law enforcement across the country to ensure their safety as they protect and serve.

Ryan T. Smith, Vice-Chairman, Grants & Sponsorships

As Vice-Chairman of Grants & Sponsorships, Ryan oversees the Safety Equipment Grant program including work with recipient agencies to secure their own internal approval to receive grant and getting grant awards presented to those agencies. He also manages corporate sponsorships for the Foundation, working with sponsors on efforts to co-market the Foundation’s work and to facilitate donations and contributions to the Safety Equipment Grant program. Ryan works diligently with the leadership team to deliver the work of the Foundation for the benefit of the entire law enforcement community.

Ryan is an Oregon native with a Business Administration degree from Seattle Pacific University and has served in both the military and law enforcement communities. He started his career at Nike and is currently the Director of Marketing for Blue Force Gear.

Ryan, currently residing in Western New York, has served the Spirit of Blue Foundation Board of Directors since its inception in 2011.

Andrew Heltsley, Secretary

Andrew spent a decade in the advertising agency business building strategies, multimedia campaigns, and collateral for a variety of clients before his most recent tenure at Tractor Supply Company (TSC). Over the years he spearheaded a variety of accounts ranging from consumer goods and restaurants to health care and the Nashville Zoo. At TSC, he has served various roles within the marketing department managing a broad range of programs and currently manages the departmental budget, calendar and oversees company campaigns. Andrew resides in Tennessee and has served the Spirit of Blue Foundation Board of Directors since its inception in 2011.

Diane Harbour, Treasurer

Diane has 30 years of career experience in accounting and related fields, most of those years in management, tax preparation and financial advising. She founded Harbour Tax & Accounting, Inc. in 2002. Ms. Harbour works with numerous non-profit organizations and serves as the Treasurer for The Automotive Women’s Alliance Foundation. Ms. Harbour resides in Michigan and has served the Spirit of Blue Foundation Board of Directors since its inception in 2011.

Stewart Dunlop, Director

Stewart dedicated his early career to education, with a Master Degree in education from Harvard University. He later struck out as an entrepreneur in the hospitality industry and serves as the Director of Marketing & Sales for a marketing promotional firm. Mr. Dunlop has been a longtime supporter of law enforcement causes in the State of Maine, where he resides, and has served with the Spirit of Blue Foundation Board of Directors since its inception in 2011.

John Gordon, Director

John currently serves as a Project Manager with the Chicago Police Memorial Foundation. He co-founded the Michael P. Gordon Memorial Foundation, named after his brother who served as a Chicago Police Officer and was lost in the line of duty in 2004. John holds a Business Management degree from Illinois State University and resides in Orland Park, Illinois. He has served the Spirit of Blue Foundation Board of Directors since its inception in 2011.

Sue Post, Director

Sue is a retired criminal investigator with 28 years of service in the law enforcement community. She currently works as an investigator with the Blue Cross Blue Shield of Michigan, investigating health care fraud. Residing in Michigan, sue has volunteered with the Spirit of Foundation since May 2012.

Advisory Council

The purpose of the Spirit of Blue Advisory Council is to authentically ground the Foundation with the firsthand knowledge of the law enforcement community and experience of current and recently retired law enforcement professionals, ranging across different experience levels, disciplines within the profession, types of agency and geographic location.
